On January 25, the Real Estate Group held a special meeting on the governance and rectification of bidding and procurement. The meeting was presided over by the party secretary and general manager of the real estate group. Chen De-Qi, member of the company’s party committee standing committee, deputy general manager, and chairman of the real estate group attended the meeting and delivered speeches. 353 persons in charge of relevant departments at the company headquarters and cadres and employees of the real estate group from inside and outside Beijing attended the meeting.
At the meeting, the deputy general manager of the Real Estate Group made the "Report on the Management of Bid and Purchase Management of the Real Estate Group. The report interprets the bidding and procurement work since the establishment of the real estate group, the problems that have occurred in previous inspections, and the latest revision of the real estate group’s bidding and procurement management measures, and notified the compliance inspections of bidding projects, and announced the Performance penalties of 67 related persons responsible in 10 urban centers.
In his speech, Chen De-Qi emphasized that bidding and procurement is the most sensitive part of real estate development. Departments and personnel involved in bidding and procurement must recognize the problems and the current situation, strictly observe discipline, uphold public rights, keep the bottom line, do not cross the red line, and do a good job of self-discipline and example. The first is to improve the political position and attach great importance to it ideologically. The bidding and procurement work should be viewed from the perspective of politics, deepening the comprehensive and strict governance of the party, and implementing the decisions and deployment of the municipal party committee and the municipal SASAC party committee. The second is to study carefully and strictly implement the system. Abandon the fluke mentality, comply with laws and regulations, and resolutely prevent related problems from recurring. The third is to move forward and establish a three-level linkage mechanism of self-discipline of city companies, two-level inspection and supervision of real estate groups and Beijing North Star, so as to solve problems in advance and in matters. The fourth is to establish a sound evaluation system from the perspective of solving practical problems, insist on using the system to speak, reward the good and punish the bad, have a basis, and scientifically and rationally optimize the system, plan work, and solve problems.
